The PAE Team participates in the procurement procedures training provided by the Administrative Court from the 25th to the 28th of March. This training was organized by the PAE Team through funding from the World Bank’s GEPRES Project.
The need for training arises as it is noted that a large part of the processes submitted to the Court for prior inspection have been the subject of constant returns and notifications, as the legally established requirements for the intended purpose are not met. A fact that constitutes an obstacle to the execution of contracts, since the Administrative Court’s Visa is an element that determines the effectiveness of acts carried out by the Public Administration, an aspect centered on measure 15.
As a way of creating a new dynamic in the investigation of cases and in the search for better solutions to prevent the massive return of them by the Administrative Court, in addition to the constant interaction with the focal point previously indicated by the Court through the General Visa Accounting Office, There is also a need to carry out training programs in matters of prior inspection.
The direct beneficiaries of training activities are public servants working in MEF departments (including the Revenue, Planning and Budget, Treasury, Economic and Financial Studies, Financial Information System and Public Procurement Departments), in AT, in sector ministries and other relevant GFP institutions, provinces, districts and municipalities.
This way, technicians trained in matters of contract procedures and other aspects can deliver the processes linked to the implementation of the 20 PAE measures.
The training aims to provide GCRE and MEF staff with knowledge and work skills in matters related to the investigation of processes subject to inspection of the legality of public expenditure, in the Preliminary component.
