Representatives from the National Directorate of Planning and Budget – MEF, National Directorate of Monitoring and Evaluation, Ministry of Mineral Resources and Energy and Ministry of Land and Environment participate in the seminar. This activity is part of the context of the approval of Decree no. 40/2023, of July 7, which establishes criteria for the allocation and management of the percentage of revenue destined for the development of provinces, districts and local communities where mining and oil exploration projects are implemented, thus work began on drafting a script of procedures for the implementation of the Decree, which aims to support communities and in the management, execution, monitoring and evaluation of implemented projects.
The Decree and the draft of the aforementioned Guide were published in 6 provinces, namely Cabo Delgado, Nampula, Zambézia, Tete, Sofala, Inhambane, with recommendations being presented by the provinces, districts and communities. This process resulted in the need to enrich the document, with emphasis on the need for it to cover structuring projects (7.25%) under the management of the Provincial Decentralized Governance Bodies.
The preparation of the script in question began on the 24th-25th of August this year. Therefore, this seminar aims to conclude the work, harmonizing the proposed Procedures Guide with central-level sectors and civil society. And the activities take place in Maputo Province, from the 17th to the 20th of October.
